Ministry of Finance/UNDP Launch joint programme support to MTEF

The Ministry of Finance and Economic Development in collaboration with the United Nations Development Programme (UNDP), have launched a project titled ‘Strengthening of the MTEF Technical Committee for the Enhancement of Transparency, accountability and Participation (TAP) in the medium term Expenditure framework reform process’.

The Project aimed at providing support to the implementation of MTEF reform process across all MDA’s through their various Budget Committees.

Addressing guests in the conference room of the Ministry at George Street, Freetown, Minister of Finance and Economic Planning, David Carew emphasized the need to support the promotion of Transparency, accountability and participation in the medium term Expenditure (MTEF) Budget process, noting that it is directly in line with Government’s objective as pronounced by His Excellency Ernest Bai Koroma’s Zero tolerance in fighting corruption.

The Minister Express hope that the implementation of the project will not only promote transparency, accountability and participation in the entire budget process and the public financial management reform; but will also facilitate reduction in corruption and enhance good governance.

In his remarks, Financial Secretary, Mr. Sheik Sambadeen Sesay, disclosed that the total project funding for this year is Le 438.6 Million of which UNDP provided Le 393.0 Million and the Government of Sierra Leone provided Le 45.6 Million.

He said that this year’s project activities focus on sensitizing Cabinet Ministers, Parliamentarians on the entire budget process and Public Financial Year 2008 – 2010 Budget discussions for Ministries and Departments with Citizens’ participation among others.

These activities all form part of Government’s policy to improve transparency and accountability in public financial management, the Financial Secretary concluded.

In his statement Mr. Edward Kamara, Head of Governance Unit (UNDP) who deputized the ERSG, Victor Angelo, maintained that the objective of the project is in line with UNDP’s overall goal for supporting governance initiatives that prioritized the enviable democratic ethos of transparency, accountability and broader participation of citizen in the democratic process.

He added that UNDP’s goal for supporting governance initiative is to develop capacities that are needed to realize development that gives priority to the poor, advances women, sustain the environment and creates needed opportunities for employment and other livelihoods.

Mr. Kamara lauded the initiative taken by the Ministry with the adoption of a sector wide approach to budgeting which in his view will help enhance the capacity of not only the MTEF Technical Committee, but also the District Budget Oversight Committee, MDA’s Budget Committees and Local Councils who have the responsibility to participate in public budget formulation, execution and monitoring.
