How we work


The documents below detail the legal, programmatic and regulatory frameworks within which UNDP carries out its work in Sierra Leone.

The UNDP Standard Basic Assistance Agreement was signed between the Government of Sierra Leone and UNDP on 21 December 1977. It embodies the basic conditions under which UNDP and its executive agencies shall assist the Government in carrying out its development projects.

A Standard Letter of Agreement is used when a Government ministry/institution or a UN agency cooperates with UNDP to carry out activities.

The Common Country Assessment / United Nations Development Assistance Framework (CCA/UNDAF) 2004-2007 focused on the country's recovery from war. The revised UNDAF (2006-2007) is aligned to Sierra Leone’s 2005–2007 Poverty Reduction Strategy (PRS). It reflects the transition from recovery and humanitarian assistance, to peace consolidation and development, and the achievement of the Millennium Development Goals (MDGs).

The Country Programme Action Plan (CPAP) is an elaboration of the Country Programme Document approved by the UNDP Executive Board in September 2007. Since the end of 2007, UNDP has conducted bilateral consultation with stakeholders, and the workshop was intended to elicit suggestions and input from wider stakeholder groups to enhance synergies and complementarities in UNDP’s development support.

The Country Programme Documents (CPD) are based on extensive consultations between the UN system offices in Sierra Leone, the Government and its development partners, on the priorities agreed upon in the United Nations Development Assistance Framework (UNDAF) 2008-2010.
